Councilman Barron announced the following:

 

·         Attended Liberty Park “Pasion De Cristo” production by Grupo Internacional De Actores Independientes Sunday, April 17, 2022.

·         Attended the 105th anniversary of the passing of General Emiliano Zapata.  A proclamation in General Zapata’s honor was presented to his heirs in front of his bust.  Councilman Barron was thankful the first proclamation occurred in North Las Vegas.

·         Announced NLVPD 2021 Commendation Awards Ceremony Thursday, April 14, 2022.  He congratulated 10 awardees.

 

Mayor Pro Tempore Cherchio announced the following:

 

·         Announced the grand opening and ribbon cutting of Juan’s Flaming Fajitas on Aliante Parkway and Centennial on April 7, 2022.

·         Thanked “Get Outdoors Nevada” for spearheading park clean-up at Sandstone Ridge on April 2, 2022.

·         Announced the tree planting event with the National Football League at Craig Ranch Park on Monday, April 25, 2022 at 9:00 a.m.  Mayor Pro Tempore Cherchio stated 8 trees would be planted there following the planting of 24 more in other parks. 

 

 

Councilman Black announced the following:

 

·         Attended the National Association of Workforce Boards Development Conference in Washington, D.C. from April 10 to April 14, 2022.  He stated it featured best practices in workforce development.

·         Attended the Silver Mesa Park Easter Egg Hunt on Saturday, April 16, 2022.

·         Met with senior residents and special guest Portland Preston at the Silver Mesa Recreation Center on Monday, April 19, 2022 for a discussion on safety.

 

Councilwoman Goynes-Brown announced the following:

 

·         Announced the Assemblyman Tyrone Thompson Scholarship Award Ceremony from the University of Phoenix was held April 19, 2022.

·         Met with a North Las Vegas constituent and thanked Land Development & Community Services Director Jordan and Economic Development Specialist Ragsdale for providing the tools she needed to relay the information to the constituent.

 

Mayor John J. Lee introduced North Las Vegas Police Captain Adam Hyde and asked him to elaborate why some of the staff members were wearing purple at the Council meeting.

 

Captain Hyde replied to Mayor Lee and stated in recognition of National Crime Victims’ Rights Week, the well-being of their residents was their top priority as they worked to solve complicated social problems such as crime.  He stated he stood with victims and survivors of crime and he was thankful to the various organizations that did their part to provide services to victims.  Captain Hyde thanked Mayor Lee and North Las Vegas City Council. 

 

Councilman Barron thanked Captain Hyde and said the police were social service providers who did a fantastic job. He said an example was when he witnessed officers assisting an autistic gentleman.  Councilman Barron provided the definition of Marsy’s Law in Nevada.

 

Mayor Pro Tempore Cherchio thanked North Las Vegas Police Department Captain Hyde and stated he remembered when Marsy’s Law was passed.  He said it elevated the importance of the victims to the level of representation they had for the accused. 

 

Councilman Black stated the North Las Vegas Police Department worked 24 hours a day to prevent crime and he was proud of them.  He said he reaffirmed his commitment to the rights of the victims of crime.

 

Councilwoman Goynes-Brown thanked Mayor Lee and Captain Hyde and provided background information on Marsy’s Law.  She said Marsy’s Law had been approved in 12 states including Nevada and approximately 40 percent of Americans received rights under Marsy’s Law.

Mayor Lee opened the public forum.  There was no public participation.  Mayor Lee closed the public forum.

City Manager Ryann Juden stated the applicant for Item Number 16 requested a continuance to the May 4, 2022 City Council and Redevelopment Agency meeting.  He stated Item Number 16 would not be heard at the City Council Meeting on April 20, 2022.  He said it was their recommendation to approve the agenda as amended.

Bob Gronauer, 1980 Festival Drive, Las Vegas, stated he represented the applicant on the matter of a 5-acre piece of property.  He produced a visual presentation and stated staff and the Planning Commission recommended approval. 

 

Mayor Pro Tempore Cherchio stated he thought it would be a good project as it was a good fit for the area. 

 

Councilman Barron stated they would need affordable housing and asked Bob Gronauer for the name of the project.

 

Bob Gronauer stated the project did not have a name as of yet.

Bob Gronauer, 1980 Festival Drive, Las Vegas, stated he represented Applicant Harmony Homes.  He produced a visual presentation and stated they had over 5 acres of property.  He said staff and the Planning Commission recommended unanimous approval. 

 

Mayor Lee stated that it would clean up the street and he was excited to see that happen. 

 

Mayor Pro Tempore Cherchio asked Bob Gronauer what could be done with the Southwest Gas Maintenance Facility cyclone fence.  He stated it surrounded the property and was an eyesore.

 

Bob Gronauer replied to Mayor Pro Tempore Cherchio that they were buffering around it with landscaping.  He produced a visual presentation.  He said they could not do anything on Southwest Gas’ property.  

 

Mayor Pro Tempore Cherchio asked Bob Gronauer if there would be sidewalk or curbing along the area.

 

Bob Gronauer replied to Mayor Pro Tempore Cherchio that they were required to build out what the city required based on the plans and would be required to put in the full off-site improvements.  He stated they would have to talk to Southwest Gas themselves.

 

Public Works Director Dale Daffern stated they had a meeting with Southwest Gas the following week.

David Brown, 520 South Fourth Street, Las Vegas, thanked Mayor Lee for having him.  He stated he represented the Applicant property owner, Shannon Evans and the future tenants, Michael Teagues and Tahan Walker. 

 

Tahan Walker, 44 East Serene Avenue, Las Vegas, thanked everyone for having them and stated he and Michael Teagues were co-owners of the community center.  He provided background information on the concept and initial funding of the center. 

 

Michael Teagues, 3053 West Craig Road #E160, North Las Vegas, introduced himself as CEO and provided information on the support surrounding the community center.  He stated they provided needy people with referrals and food coupons.  He stated they had a great grand opening that featured lots of community support.  He said the name of the community center was “Naked Athletix.”

 

Mayor Lee asked if the community center was similar to the Boys Club and how the interaction would be. 

 

Tahan Walker replied to Mayor Lee that food shortages and unhealthy nutrition choices were attributing to health concerns, including diabetes.  He stated the community center would promote health, fitness and safety through mind and body.  Tahan Walker said they would also help with food acquisition and that the center would be a hub for the city. 

 

Councilman Barron asked what the neighbors in the Industrial Park expressed.

 

David Brown replied to Councilman Barron that there was no opposition from the property owner.  He said they talked about the name and how it conjured different meanings for different people.  He stated there would be a name change going along with that.  He stated the community center owners did not know they needed an exception when they opened.  David Brown stated the community center closed shortly after opening.

 

Shannon Evans, 2429 Calico Crest Court, Las Vegas, stated she had her parents at the meeting and that they owned the property for 22 years.  She said they had a tenant vacancy at the property for almost a year and the applicants used their own money to make the property beautiful.  She said her family decided to give the applicants a rent abatement and they were paying expenses, utilities and property insurance.

 

Councilwoman Goynes-Brown stated the name of the property should be changed.

 

Michael Teagues replied to Councilwoman Goynes-Brown that the current name attracted people to the community center.  He said they did not want to change it but they would if it became necessary.

 

Director Daffern stated it would be an assembly-type use.  He said there would be tenant improvements and modifications required by the building code before they would be able to operate in the location.

 

David Brown stated when they submitted their Special Use Permit, the name change would be the first item in the process.  

 

Councilman Black provided multiple synonyms for the word “naked.” 

 

Robert Taylor, 719 Glenwood Springs Avenue, North Las Vegas, stated he went to the grand opening.  He said he owned barber shops in the community and he was proud there was something in the community in that area.  He said the community center was needed for the community.

 

Councilman Barron stated that was a Ward 1 project.  He said North Las Vegas had always done things different.  He said the project was quirky but that it fit the community well.

Conduct Public Hearing to Receive Public Comments and Input for the Draft U.S. Department of Housing and Urban Development (HUD) 2022/2023 Annual Action Plan (AAP) for Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Funds. (Citywide) (For Possible Action)

Housing and Neighborhood Services Manager Rick Damian thanked Mayor Lee and City Council and stated they had a brief presentation.  Manager Damian stated CBG had directly and indirectly impacted the citizens of North Las Vegas for over 25 years.  He stated their small team was proud of the impact it had to the citizens of the city.

 

Manager Damian introduced Consultant SIP Meghie Tabar, Community Solutions Research and Counseling.  She provided a visual presentation with background information on CDBG grants and how they related to low-cost housing.  She stated the planned activities for fiscal year 2022 included many different ideas including access to job training, placement programs, homeless mitigation and other issues.

 

Councilman Black stated they strategically located the best places for the CDBG and ESG Grants.  He said they put over 800 affordable housing units in the community through the grants.  He stated he was proud of the efforts from the team and consultants.

 

Councilwoman Goynes-Brown asked Consultant Tabar what the outreach portion of that was to the community.  She stated some senior constituents contacted her pertaining to funding but were afraid to apply out of fear.

 

Dale Daffern replied to Councilwoman Goynes-Brown and stated they had received calls from seniors with concerns regarding regulations.  He stated they reviewed the program when they received calls.  He said they were trying to build wealth and would make revisions as necessary to get the senior constituents what they deserved.

 

Councilwoman Goynes-Brown asked Dale Daffern if the program included uninhabitable housing for demolition.

 

Public Works Director Dale Daffern replied to Councilwoman Goynes-Brown that it was part of one of the grants that they administered under the division.

 

Councilman Barron asked Consultant Tabar about a comparison amongst jurisdictions.

 

Consultant Meghie Tabar replied to Councilman Barron that they would be comparing all local regions within the study.  She said there was not local data available for North Las Vegas to determine what the local housing needs were.  She said the data collected would be compared to nearby areas.   

 

Councilman Barron stated when he reviewed data, Henderson appeared to be a sister city to North Las Vegas in terms of single-family home ownership.  He said outreach was important amongst the Latino community. 

 

Mayor Lee asked if there were more questions and said he would read the motion as it was federal government.  Mayor Lee read the motion into the record.

Pacific Group’s Tony Sansone provided a visual presentation and stated the development would be a medical destination campus featuring restaurants and retail.  He said it would feature a connection to the VA. 

 

Councilwoman Goynes-Brown asked Tony Sansone about the hospital progress.

 

Tony Sansone replied to Councilwoman Goynes-Brown that they would narrow it down to three parties and receive their proposals.  He stated they would narrow it down to one party that would work with Jared Luke.  He stated they would identify the hospital partner by May 2022 or June 2022. 

 

Councilman Black stated it was a tremendous benefit to the community.  He asked City Attorney Micaela Moore if she would give her thoughts on the agreement.

 

City Attorney Micaela Moore stated there was vigorous negotiation on both sides of the agreement but they had reached a mutually beneficial agreement. 

 

Councilman Barron stated the campus would be beneficial to the valley in terms of mental health.  He said psychiatrists were rare in the area. 

 

Tony Sansone stated they discussed mental health numerous times with healthcare specialists in the meetings.  He said mental healthcare needed multiple solutions.

 

Mayor John Lee stated that hands-on leadership took a personal interest in developments and he thanked Tony Sansone.  He said Pacific Group surpassed their expectations as a partner.

 

Mayor Pro Tempore Cherchio stated residents were tired of driving to other parts of the valley for physician care or amenities such as shopping.  He said they were lacking in those areas in North Las Vegas.  Mayor Pro Tempore Cherchio stated it was a rare opportunity for the city for the present-day as well as the future.

CITY MANAGER'S REPORT

 

City Manager Ryann Juden stated Item Number 15 on the Business portion of the agenda had an erroneous word entered by staff.  He said the item read as “shelter” instead of “solutions.”  City Manager Juden read the item correctly into the record.

 

Conduct Public Hearing to Receive Public Comments and Input for the Draft U.S. Department of Housing and Urban Development (HUD) 2022/2023 Annual Action Plan (AAP) for Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) Funds. (Citywide) (For Possible Action)

Mayor Lee stated Judge Pro Tempore James A. Fontano was awarded the opportunity to serve the community as an alternate judge for the North Las Vegas Municipal Court.  He asked Judge Pro Tempore Fontano to describe what an alternate judge did.

 

Judge Pro Tempore James A. Fontano thanked Council Members and stated the Judge Pro Tempore position allowed full time judges to utilize vacation time or other responsibilities outside the courtroom.  He thanked Mayor Lee and provided personal background information. 

 

Mayor Lee asked City Attorney Micaela Moore if there was an investiture for new judges. 

 

City Attorney Moore replied to Mayor Lee that her understanding was they were sworn-in.  She stated the court would call a Judge Pro Tempore when they had a vacancy. 

 

PUBLIC FORUM

 

Mayor Lee opened the public forum. 

 

Austin Wiesler, 807 S. 10th Street, Las Vegas, thanked Council and first responders.  He said he wished to discuss hardcore drug addicts in the community.  He stated he was concerned about the growing homeless population in the valley.  He recommended that all cities come together to provide facilities and services to the homeless community in order to decrease the amount of drug users and transient people on the streets.    

 

Mayor Lee asked Austin Wiesler if it was regionally or just in the city.

 

Austin Wiesler replied to Mayor Lee that he was talking to all of the communities within the valley and that it was regional.  He said they should come together and utilize the tremendous amount of money the cities had along with the major sports teams. 

 

Mayor Lee thanked Austin Wiesler for attending the meeting and asked if anyone else wished to speak during public forum.

 

City Clerk Jackie Rodgers stated there was no further public participation.

 

Mayor Lee closed the public forum.
