Proclamation Recognizing Nino Galloway for Receiving the St. Jude Hope Award.

 

Mayor Pro Tempore Cherchio presented a proclamation to Nino Galloway for receiving the St. Jude Hope Award for all his hard work and involvement in the community.

Mayor Pro Tempore Cherchio announced the following:

·         Military, Veterans and First Responders Appreciation Day on Saturday October 16, 2021, between the hours of 10:00 a.m. – 4:00 p.m. at Craig Ranch Regional Park.

·         Attended the 9/11 bell ringing at Las Vegas Station #5 at 6:45 a.m. on Saturday September 11, 2021 to remember and honor those who died 20 years ago.

·         Paws in the Park event on Saturday October 23, 2021 between the hours of 9:00 a.m. - 11 a.m. at Nature Discovery Park.

·         Bingo with the seniors at the Skyview YMCA on Saturday November 6, 2021 between the hours of 10:00 a.m. -11:30 a.m.

Tony Celeste, 1980 Festival Plaza Drive, Las Vegas, NV represented the applicant, provided additional background on the project, and thanked staff for their recommendations.

 

Mayor Lee opened the public hearing and having no requests to speak closed the public hearing.

 

Councilman Barron stated that this project would provide viable real estate, for development that would bring more employment opportunities to the city.

14.

Approve Subaward to the Nevada System of Higher Education, Board of Regents on behalf of the University of Nevada Las Vegas Funded by the American Rescue Plan State and Local Fiscal Recovery Fund in the Total Amount of $458,660 to Establish and Administer a Small Business Development and Support Center on the First Floor of City Hall. (Citywide) (For Possible Action)

 

Mayor Lee asked Staff to elaborate on plans to establish and administer a Small Business Development and Support Center, funded by the American Rescue Plan State and Local Fiscal Recovery Fund.

 

Grants Development and Administration Director Easter responded by stating that there is a need for small and disadvantaged business assistance throughout the Valley, which was intensified during the COVID-19 pandemic. He stated that this is an innovative way to use funds to assist in an equitable and resilient recovery for the City. He continued by stating that with the American Rescue Plan, State and Local Fiscal Recovery Funds available, geographic location, and the services offered at City Hall, the City has the unique ability to create a program that is the first of its kind throughout the Valley. This subaward would include a satellite office of the UNLV Small Business Development Center posted at the City Hall. It would be staffed with two fulltime UNLV employees, and interns within UNLV’s Business program. A suite of resources and support will be available to businesses, such as support for federal grant opportunities, businesses interested in diversifying or expanding, business planning and guidance in starting a new business. He stated that this is part of a larger approach to creating an ecosystem at City Hall, which would equip businesses in the City to survive and thrive.

 

Mayor Lee asked whether residents seeking employment could benefit from these services.

 

Grants Development and Administration Director Easter responded that at the City Council meeting to be held on October 6, 2021, the Workforce Connection aspect of the program will be introduced and is focused on labor resources. He stated that currently, the City’s partnership with Workforce Connections allows residents that are seeking employment, to use the resources at the Library. Residents are able to seek jobs and enhance their skills. This subaward will provide the ability for business owners seeking employees to directly connect with residents seeking employment and benefit from federal incentives for hiring labor through the process.

 

Councilman Barron stated that there is a need for Municipal leadership in providing assistance to small and disadvantage businesses. He continued by stating that those resources are intended to be Latino and Minority friendly, and residents would be able to view City Hall as a place to start a new way of life.

 

Mayor Lee asked about how new, existing and relocating residents would be informed about the opportunities available to them.

 

Grants Development and Administration Director Easter responded that the City intends to embark on a robust marketing campaign across the City, that will target new and existing businesses, and that there will be a dedicated page on the City’s website.

 

Councilwoman Goynes-Brown asked whether assistance and resources for leasing of commercial property would be included in the resources provided.

 

Grants Development and Administration Director Easter responded that the subject matter experts that would be available with this program would be able to offer those connections and resources.

City Manager Juden read into the record the title for Resolution No. 2676 as published on the agenda.

Mayor Lee stated that this is a major asset for the community and asked for City Manager Juden’s point of view.

City Manager Juden responded by stating that this is a groundbreaking and innovative program. He continued by stating that during the pandemic, the City recognized various needs of small businesses within the community. The City’s investment into small businesses provided support for the City’s tax base and employment for residents.

18.

Review and discussion of COVID 19 vaccination leave for City of North Las Vegas employees. (Citywide) (For Possible Action)

 

 

 

 

City Manager Juden stated that the City received queries from the Media, various employees and employee groups regarding the COVID-19 vaccination mandate. He stated that the City believed that regular testing for unvaccinated employees was not a valid approach due to the ability for the virus to be carried by both unvaccinated and vaccinated individuals. He continued by stating that the City intends to implement an incentivized approach. Employees who presented their vaccination cards to the Human Resources department would be allotted one day of annual leave. Employees that are not vaccinated, upon vaccination, would be allotted annual leave hours for each vaccination dose received.

 

City Manager Juden stated that if a vaccinated employee contracts Covid-19, the policy would allow them to utilize a special leave bank during quarantine. However, employees who choose not to be vaccinated would utilize their annual leave banks for quarantining. He stated that as customary, any policy in development for implementation is brought before the City Council for feedback prior to implementation.

 

Mayor Lee asked Human Resources Director Ihmels to approach the podium for questions, and asked Councilman Black for his feedback.

 

Councilman Black responded that he is in support of the incentive-based approach, which would allow employees to make their own decisions based on the incentives presented to them.

 

Mayor Lee asked whether vaccination records are private, and the manner in which the information should be submitted to the Human Resources Department.

 

Human Resources Director Ihmels responded that employees can submit their vaccination cards to the Human Resources Department via email, and would be confidential.

 

Mayor Lee asked about accommodations made for individuals unable to receive the vaccine due to religious and medical reasons.

 

City Manager Juden responded that the City would need to recognize employees unable to take the vaccine due to medical and religious reasons. He continued by stating that not providing an exemption could result in potential liabilities for the City.

 

Mayor Lee asked City Attorney Moore about the Americans with Disabilities Act of 1990 requirements for employees unable to receive the Covid-19 vaccinations due to health concerns.

 

City Attorney Moore responded that a dialogue between the Human Resources department and the employee is recommended, in order to determine exemption eligibility, and would be addressed on a case-by-case basis.

 

Human Resources Director Ihmels responded that there is an interactive process in accordance with the law, for employees that require Americans with Disabilities Act of 1990 accommodations.

 

Mayor Lee requested that medical and religious exemptions for the Covid-19 vaccination be further studied and the City Council be briefed prior to implementing the policy.

Introduce Ordinance No. 3089, Amending Title 15 of the Municipal Code by Repealing Existing Chapter 15.04 of the Municipal Code by Repealing Ordinance No. 3004 and by Adopting the International Building Code, 2018 Edition, and Adopting a Revised Version of the Southern Nevada Amendments to the 2018 International Building Code as Amended by North Las Vegas to Include Requirements Regarding Single-Stall Restrooms and Providing for Other Matters Properly Related Thereto. CITY MANAGER'S REPORT

 

City Manager Juden stated that he is enthusiastic about launching the Small Business Development and Support Center here at the City Hall, and look forward to revealing future programs being developed.

 

PUBLIC FORUM

 

Roseanna Henderson, 650 E. Azure Ave, North Las Vegas stated that she recently moved from Los Angeles, and as a new resident, she has viewed various documentaries to learn more about Las Vegas. She stated that Las Vegas has more to offer than casinos and shows. She continued by stating that she has observed how much Las Vegas has developed and thrived and believes that Las Vegas well-known identity as Sin City should be changed to represent a City that is evolving and growing.
