· October is Domestic Violence Awareness month and Mayor and Council wore purple in solidarity with victims of domestic violence and those that advocate on their behalf. She added that staff and the public were encouraged to wear purple to show their support. She stated there would be a Survivor’s Sister’s Breakfast on October 9, 2021 at 9:00 a.m. located at Bally’s Las Vegas Hotel and Casino.

Chief of Staff Gipson presented the item. She stated that on June 2, 2021, City Council passed and adopted Resolution No. 2665 commemorating June 19, Juneteenth, as an annual celebration of freedom of African Americans from slavery and through City Council’s leadership, the emancipation of the enslaved was commemorated through a flag raising ceremony at City Hall.
She continued that on June 17, 2021, President Biden signed legislation to make Juneteenth a federal holiday, making June 19th a national day to commemorate the end of slavery in the United States, marketed as the first national holiday established since Martin Luther King’s birthday in 1953. She acknowledged the hard work and sacrifices of those who have worked tirelessly to advocate for this legislation and see it come to pass. She acknowledged two individuals who championed this cause and introduced Deborah Evans, President of Juneteenth Nevada and Vice Chair of the National Juneteenth Observance Foundation, and former Assemblyman Harvey Munford. Assemblyman Munford introduced legislation ten years ago through AB174 whose passage led to the statewide observance of Juneteenth. Chief of Staff Gipson noted that during her research, she found that Mayor Lee was present in the Senate as Chairman of the Government Affairs Committee on April 27, 2011 when Assemblyman Munford provided testimony on the important bill and thanked him for his leadership.
Ms. Evans expressed their appreciation to the Mayor and Council for passing and adopting Resolution No. 2665. Ms. Evans presented Councilwoman Goynes-Brown with the National Juneteenth Observance Foundation Certificate of Appreciation. Councilwoman Goynes-Brown accepted the certificate and thanked Ms. Evans for the honor.
Human Resources Director Ihmels stated that each Memorandum of Understanding related to Item Nos. 17 through 25 would amend each of the local bargaining unit agreements and would incorporate the Juneteenth holiday into their respective agreements.

Receive Presentation by RoAnn Triana, Region 1 Superintendent, Regarding the Quarterly Report for the Clark County School District. (Citywide) |
RoAnn Triana, Region 1 Superintendent of the Clark County School District (CCSD), presented the quarterly report that included fall enrollment, pilot schools, and the Focus of the Future for Kids initiative.
She stated that there are approximately 304,000 students in CCSD. She noted that in addition to the implementation of schools offering both full time distance and face-to-face education options, CCSD is developing and implementing a pilot opportunity for approximately 20 to 25 schools. The schools would be selected based on applications from school principals to integrate additional components that included multiple instructional models, project-based learning, community-based schools and early childhood programs.
Superintendent Triana stated that CCSD would receive approximately $370 million in federal funding over the next three years to ensure students and educators could accelerate learning as they return to in-person learning. She added that Focus on the Future for Kids was a community initiative used to gather public input. She noted that the community feedback sessions yielded over 13,000 responses.
In response to Mayor Lee’s question in terms of looking forward to the future, Superintendent Triana stated that the goal was to focus on and provide the schools and students with support such as accelerating learning to help strengthen their learning. Mayor Lee stated that the City of North Las Vegas was glad that CCSD opened the schools back up and expressed his appreciation for the school board and their leadership.
Councilman Barron suggested to hold a quarterly or semi-annual update briefing with CCSD and City Council members to discuss issues within each of their wards. Mayor Lee confirmed with City Manager Juden that CCSD would present their routine quarterly reports to City Council and hold briefings with City Council, if necessary.
Mayor Pro Tempore Cherchio agreed with Councilman Barron’s suggestion and added that the briefings do not need to have a set date but could be scheduled as needed. He thanked Superintendent Triana for her presentation.
Councilman Black agreed with Councilman Barron’s suggestion and thanked Superintendent Triana for her presentation. In response to Councilman Black’s question, Superintendent Triana stated that the data was still being compiled regarding the top two inputs coming from the community and that she would send the information to him when available.
In response to Councilwoman Goynes-Brown’s questions regarding CCSD students returning to school, how it affects funding, and if there were any push for encouragement to come back when they feel safer to do, Superintendent Triana stated that many charter schools opened, but many students have left the state. She added that home visits were conducted to try to find students, noting that the pilot school initiative should be helpful to get students back to CCSD. She stated that funding would be affected by kids returning or not returning back to school. As for the equity for underserved students, Superintendent Triana stated that the kids who need it the most would receive the services that they require.
Mayor Lee thanked Superintendent Triana for her presentation and asked that she meet with the Council members individually before the next quarterly presentation for any concerns or issues within their wards. Superintendent Triana agreed and stated she would be more than willing to help build those bridges.
