PRESENTATIONS

 

Certificate of Recognition for the Business of the Month.

 

Councilman Barron presented the Business of the Month certificate to Dr. Miguel A. Vargas, the Medical Director and sole owner of the La Familia Medical Center in North Las Vegas.  The center offers internal medicine and family medicine services.  Dr. Vargas thanked the Mayor and City Council for their support.

 

Presentation on the American Rescue Plan Act

by Nevada State Treasurer Zach Conine.

 

Finance Director Harty provided a brief overview of the American Rescue Plan Act and introduced Nevada State Treasurer Zach Conine.

 

Treasurer Conine thanked the Mayor and Council for having him present at the meeting.  He gave a background on the American Rescue Plan Act (ARPA) and stated that the package included nearly two trillion dollars in aid across hundreds of separate programs, noting that funding for 65 out of 105 programs have been identified.  He added that there were three different types of aids that included non-discretionary, quasi-discretionary, and discretionary.

 

 

He provided an overview of the Every Nevadan Recovery Framework and stated that it was created to prioritize what needed to be handled first and for long-term planning.  He stated that the four bands of prioritization were: Nevadans’ basic needs, Community, Economy, and Quality of Life.  He provided a timeline for the Every Nevadan Recovery Framework that included: 1) a statewide listening tour to collect stakeholder input and community feedback on effects from the pandemic and what programs and services would best aid in recovery; 2) a listening tour to be summarized into a comprehensive roadmap; and 3) when the roadmap is finalized, the State would move to designing and creating new programs and services that would be funded through ARPA.  He noted that the funds would need to be allocated by December 31, 2024 and spent by December 31, 2026.

 

Treasurer Conine provided several ways for the community to give their input and ask any questions they may have.  He encouraged them to share that information with friends, family, and neighbors.

 

Councilman Barron thanked Treasurer Conine for his presentation.  In response to Councilman Barron’s question regarding how North Las Vegas would be prioritized compared to other communities, Treasurer Conine stated that the State would follow guidance from the White House and review how the pandemic affected different communities.

 

Mayor Pro Tempore Cherchio thanked Treasurer Conine for his presentation.  In response to Mayor Pro Tempore Cherchio’s question regarding face to face meetings, Treasurer Conine stated that in addition to online events, there would be face to face meetings, noting a minimum of 75 events held.  He added that more events would be provided in North Las Vegas as long as there was a demand for it.  He stated that the data from listening tours would be analyzed by subject matter and the State’s consultant would provide additional assistance.

 

Councilman Black praised Treasurer Conine’s presentation.  In response to Councilman Black’s question regarding project analysis and infrastructure projects, Treasurer Conine stated that the State would look at what the greatest impact was for Nevadans.

 

In response to Councilwoman Goynes-Brown’s question regarding underserved communities, Treasurer Conine stated that there were several factors to quantify an underserved community such as qualified census tracks and impacts from the COVID-19 pandemic.  He noted additional factors such as long-term systemic issues including access to fresh food, broadband internet, and transportation.

 

In response to Mayor Lee’s question regarding monetary support for abatements to bring companies to the City, Treasurer Conine stated that the use of funds to attract new companies to the City would be almost impossible; however, the funds could be used to build infrastructure that the companies may need.

In response to Mayor Lee’s question regarding funding for new local projects, Treasurer Conine stated that the State would be willing to help with funding if they are able to and if they are aware of the project, noting that not all projects may be able to get funding.  Treasurer Conine clarified that the state general aid comes through the State and Local Coronavirus Fiscal Relief Dollars, which are the most flexible dollars that could be used for the provision of government services.

 

Treasurer Conine acknowledged Mayor Lee’s concerns regarding the ARPA funding process and how much involvement the City would have.  He stressed that local governments would be involved in the process.

 

City Manager Juden stated that it was refreshing to hear from the presentation that there would be a collaboration between the State and local municipalities.  He stated that the City looked forward to helping in any way that they could.

 

Mayor Lee praised Treasurer Conine’s presentation and stated that the City of North Las Vegas was looking forward to working with the State of Nevada. Treasurer Conine thanked the Mayor and Council for their time.

15.

Ratify the North Las Vegas Police Officers Association Collective Bargaining Agreement for the Period of July 1, 2021 Through June 30, 2024. (Citywide) (For Possible Action)

 

City Manager Juden provided a quick overview of the financial terms for the agreement and stated that the total estimated cost of the contract was $8.9 million over a three-year period. He added that the major financial terms of the agreement were in line with the terms of other bargaining agreements that have already been implemented with the City.  He thanked the Police Officers Association for their leadership and efforts to finalize the agreement.

 

In response to Mayor Lee, City Manager Juden stated that four meetings were held to discuss the agreement.

 

The Mayor invited Loran McAlister, President of the Police Officers Association, to the podium and the Mayor and Council each thanked him for his leadership and thanked the POA members for their hard work, dedication and services.  Mr. McAlister thanked the Mayor and Council for their kind words and support and commended the North Las Vegas police force.

 

Mayor Pro Tempore Cherchio brought up his concerns regarding the Teamster’s Union Local No. 14 bargaining agreement and why it had not been brought before Council as of the current date.  City Manager Juden addressed his concerns and stated that the City and Teamsters were working very hard towards a final agreement.
