Director Lewis stated that the grant would be used towards a new foreign language database in relation to Item No. 5 on the agenda.

Director Lewis stated that the grant would be used to install a story walk display at the Nature Discovery Park where patrons can read the displayed stories as they walk around the park. In response to questions, Director Lewis noted that the displays would be made out of acrylic and cemented into the ground. He added that the books would be changed out periodically and there would be six different displays, with a possibility of eight total displays in the future. He stated that the North Las Vegas Library District would be partnering with the Parks and Recreation Division for assistance with installing the displays.
In response to Trustee Esparza, Director Lewis stated that the stories could be changed out quarterly, but depending on the time of year, the stories could be changed out more often. He noted that the planning process is still ongoing and there is not a set plan at the moment.
In response to Trustee Powers, Director Lewis clarified that the North Las Vegas Library District will purchase the materials using the LSTA mini grant and the Parks and Recreation Division will install the materials in the Nature Discovery Park.
In response to Trustee Esparza, Director Lewis stated the displays will utilize published books or specific books that are used for that type of display, adding that the North Las Vegas Library District is not opposed to holding a contest or other ways to have local authors display their books as part of the program.
In response to Trustee Berry-Johnson’s question about installing a counter to monitor foot traffic in the story walk displays, Director Lewis stated that the idea is something the North Las Vegas Library District could look into.

Approve Purchase of a Three-Year Subscription with Mango Languages in the Total Amount of $31,350; $10,450 Annually for a New Foreign Language Database. (For Possible Action) |
Director Lewis explained that because of a recent merger between RBdigital and OverDrive, the North Las Vegas Library District could not renew their subscription with their current foreign language database, Transparent Language, due to conflicting operating procedures. He stated that a lot of research was put into selecting a new database and the choice was between Rosetta Stone and Mango Languages. He stated that Mango Languages was chosen due to its lower costs and many good features including 200 different languages, voice recognition and ways to monitor progress. He added that the State Collection Development Grant from Item No. 3 on the agenda will cover $6,181 of the costs and the Library District Collection Development Budget will cover the remaining costs.
Trustee Lockhart commended Director Lewis on his effort to find a new budget-friendly database.

6. |
Approve an Amendment to the Library Fine Policy to Increase the Outstanding Fine Threshold from a Maximum of $2 to a Maximum of $10. (For Possible Action) |
Director Lewis explained that current North Las Vegas Library District procedures block a patron from using library services if they have a fine of more than two dollars. He stated that by increasing the threshold to ten dollars, the North Las Vegas Library District will be consistent with the Las Vegas-Clark County Library District threshold and patrons will be able to use the North Las Vegas Library District services as long as their fines are under ten dollars. He noted that another reason for the ten-dollar threshold is to give patrons an opportunity to pay down their fines and not be sent to a collection agency.
In response to Trustee Reese’s question, Director Lewis stated that the threshold applies to any types of fines that accrue and as long as the fines are under ten dollars, residents would continue to have full access to library services.
