SONIA HERNANDEZ, 1521 MARLIN AVE, gave remarks in support of the Delores Huerta Recourse Center, stating that the community needs a space like this, where they can get information on resources in their language without fear.
AUDREY PERAL, 5615 OXBOW ST, LAS VEGAS, gave remarks in support of the Dolores Huerta Recourse Center. She stated that she works on behalf of Make the Road, Nevada, a community organization supporting thousands of working-class immigrant families in Las Vegas. The organization feels that a recourse center is very much needed for this community to act as a hub where community members can get information in a place that is designed specifically for them. It would also serve as a place where community organizers can refer people.

MARCO GAMBOA, 2075 N. LAMB BLVD, LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. As a pastor in the community he sees the need for this recourse center on a daily basis. Many times, we receive requests from members of our congregation for assistance and we don’t have anywhere to send them, this would be very helpful central hub to send those referrals. He hopes that the vote today will be in favor of these resources.
MARGARITA ROMANO, 1222 FRAGRANT SPRUCE, LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. She stated that the community needs a safe place that can serve multiple purposes. A place for seniors in the morning and for our kids in the afternoon. While there are centers already, the community needs a center that is geared toward the Latino/Hispanic community, so people can feel like they have a place to go that provides accessibility without intimidation, where they can speak up and feel safe. It takes a village to raise our children and this would be something helpful for our children and generations to come.
MARTHA MORENO, 3911 SHADOW WOOD AVE, LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. She stated her job is to bring all the resources offered by the City to the community, but at the moment there is no place to do that. This center would serve as a place to bring all those resources and find them all at once.
EDDIE RAMOS, 288 DOLOVOSA ST, NORTH LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. He stated that this resource center is vey important and needed in this community. I hope that the vote taken today is in favor of the center. I feel this will be impactful to not only families in North Las Vegas, but also in Las Vegas, many people will benefit from it.
JANET GONZALEZ, 1638 INGRANHAM ST, NORTH LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. She stated that a center like this is very much needed, especially in this part of the community.
JOSE ROSAS, 1633 INGRANHAM ST, NORTH LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. He has been a resident of North Las Vegas for more than 20 years. He stated he has a daughter and son that are hard of hearing and deaf, who have struggled throughout their lives, and it was very hard for them to find help. Unfortunately, the school system wasn’t much help either, and they were very de-motivated. There is a need for resources for those with disabilities.
CUAUHTEMOC SANCHEZ, 1808 MCDONALD AVE, NORTH LAS VEGAS, gave remarks in support of the Dolores Huerta Resource Center. He stated that the youth now is need of places to access arts, music, and culture. He stated that his son experienced bullying and it is very important for children to have somewhere to go when they are experiencing those hardships. This Community Center is an urgent need for this community, and he asked that the council realize and recognize the importance of this center for our youth, so that they have opportunities and not be in the street.

JARED LUKE, DIRECTOR OF ECONOMIC DEVELOPMENT AND GOVERNMENT AFFAIRS ON BEHALF OF THE CITY OF NORTH LAS VEGAS, spoke to the Bill Draft Requests slated for the 2023 legislative session. He stated that the City is allowed up to two (2) BDR’s. Mr. Luke asked that Mayor and Council approve item number 40 which directs staff to draft the BDR packages for submission.

Presentation About the Opening of the Dolores Huerta Resource Center. (Citywide) (For Possible Action; RECOMMENDATION – Receive) |
DIRECTOR OF COMMUNITY SERVICES AND ENGAGEMENT SERAFIN CALVO AND COMMUNITY OUTREACH SPECIALIST MAGGIE MORA FOR THE CITY OF NORTH LAS VEGAS, spoke as to the proposed development of the Deloris Huerta Community Center. Specialist Mora stated that North Las Vegas is the fastest growing city in Nevada, with 41% of residents being Hispanic. With that growth comes the need to provide a resource center. Currently there are no resource centers where Hispanics can go for assistance at a one stop shop. Some of the barriers the community is facing is being under employed, lack of education, low graduation rate, and lack of civic participation, which highlights the need for this center. Minority people are often not informed when it comes to their rights and resources and many times have mistrust in authority. The objective of the proposal is to educate, and improve the quality of life for residents, identify barriers, and replacing them with opportunities by creating a safe and educational environment. Helping new families to integrate into an established community, and building a positive and constructive relationship with police and local government through open communication and mutual understanding, and providing hospitality to the community in the place they feel welcome and safe. There are six (6) proposed objectives: Law workshops, education and financial literacy, health and wellness, work development, technology, recreation, and arts and culture. By investing in the Dolores Huerta Resource Center, Council would be providing a place of trust for Hispanic families to become a part of the City of North Las Vegas Community. The Center would work to enrich the lives of many of the most vulnerable in North Las Vegas.
Director Calvo stated that as a young kid, he would translate on behalf of his parents, a lot like what one of the speakers had his son do for him today. He stated how frustrating it was seeing how his parents were treated because of their lack of ability to speak the language, and it is something that has stuck with him to this day. He stated further that his team has identified the generational barriers faced by the Hispanic community, which is creating a bigger gap for those who need these resources. The resources identified will improve the quality of life for a generation, which will change the trajectory of where they are going. A lot of the youth is lost to gang violence and drug abuse, and these situations can be preventable. This is not a big ask, but it is a need, and something that will pay off hand over foot in the long run.
Councilman Barron stated that this is a hallmark moment for us, and thanked Director Calvo for his work on this, as it is a heavy lift. What is being proposed is something that has not been done or attempted. He went on to thank Specialist Mora, who he stated is a real connector. In bringing both Director Calvo and Specialist Mora on board we have seen improvements to the investments made in the community overall. Councilman Barron also thanked the City Manager and his team for having the foresight, the will, the courage, and the vision to bring this to fruition. We are constantly fielding phone calls from members of the community who are looking for services. This is a very proud moment for us to be able to do this.
Responding to Mayor Lee, City Manager Juden stated that in life some people have instructions, from wherever they get them, whether that is from their parents or from a community that they feel comfortable in. However some people are born without instructions. Once of the lessons City Manager Juden took from the COVID pandemic was that COVID did not differentiate between anyone, but it did lay bare that there are haves and have-not’s in our society. It was impossible to not see during COVID, those who were not given instructions in life. People that were trying as best they could to make it, but did not have that assistance or help. When he spoke with the team about the issues, he wanted to come up with a bold plan that is impactful to address them. He further stated that this is not something that is traditional for government to do, but one of the things we pride ourselves on here at the City of North Las Vegas is that we experiment and try different things. This is a project that is fluid, we are working with community partners to determine what we need to provide at the resource center. Right now, we are going to start looking for a space that we can rent out, and start to feel out what type of space would be needed in the long run, what programs work or don’t work, and it will be a very fluid laboratory, where the charge will be to make a difference in people’s life, and see what works. Through that process we will see what it will grow into. With the team and the leadership, we have this is going to be a very exciting project. Responding to Mayor Lee, City Manager Juden stated that he would come back with an update as to how this investment is helping the community in three (3) months.

City Manager Juden thanked the Mayor and Council for having faith in staff to execute some of the exciting things going on in the City. It is truly thanks to the City Council for believing in staff and allowing them to take risks. We are trying to take risks in order to better the lives of our residents.
Mayor Lee stated that he is hosting a legacy party for long time North Las Vegas residents who have lived in the City for 50 years or more. He directed those interested to contact Lori Glassford in the Mayor’s office.

Varis Brown, 3328 Craig Crossing, North Las Vegas, Spoke about the website he built called becareful.biz, which is aimed at assisting daters by allowing you to log the name of the person who you were with last. In the event that anything happens to you, the police will know who you were last with, and be able to better assist in their investigation. He stated that he built the site on his own with his own money and time, and he is now looking for resources to help him finish the project out.
Conzello Barnhill III, North Las Vegas, stated that he wanted to show appreciation for the North Las Vegas Police and Las Vegas Police for their work in cleaning up the neighborhood, he stated that they are the reason Donna Street no longer has the bad connotation that it once did. He further stated that he wanted to remind everyone that America is not a Capitalist Economy, we are a mixed economy that leans toward a welfare state. He stated that he noticed that there is a heavy proclivity for government agencies to be fiscally irresponsible and justify it with minute quality of life improvements. We are currently going through inflation, and the remediation to that is being derived from government intervention, and ultimately government intervention is going to regulate they things that are caused by a chaotic market. He stated that many different strategies will be needed to fight inflation, not just one approach.
