Certificate of Recognition for the Business of the Month.

 

Mayor Pro Tempore Barron presented the Business of the Month certificate to Dr. Sircy Moore from Doc Mo's Kindred Spirits Animal Hospital located at 2437 E. Cheyenne Avenue.

 

 

 

Presentation of a Plaque of Appreciation from Sun City Aliante to the Fire Department for the Recent COVID-19 Vaccination Clinics Held at Sun City Aliante Club House.

 

This presentation was made after the proclamation on the agenda.

President of Aliante Sun City Warren Geller along with board members from Sun City Aliante Homeowners Association presented to the Fire Department a plaque for conducting vaccination clinics in the Aliante Club House. Mr. Geller described how this took place and thanked Fire Department staff. They also provided individual awards to Fire Chief Joseph Calhoun, Deputy Fire Chief Travis Anderson, EMS Coordinator Frank Simone and Health Care Coordinator Fernando Juarez.

 

 

PROCLAMATIONS

 

 

 

Honoring Willie James Fields, Jr., for His Dedication and Contributions to the North Las Vegas Community.

 

This proclamation was presented before the presentation from Aliante Sun City.

Councilwoman Goynes-Brown presented the proclamation to Mr. Fields, sharing some of the contributions he made to the City over the course of many decades. Mr. Fields shared why he has done the things he has done for the City and applauded the work of Council and City staff for improving and advancing the City in many ways. Mayor Lee said that the Mr. Fields is a symbol for the City of North Las Vegas and has been a mentor for residents and businesses alike. Mayor and Council provided more accolades to Mr. Fields.

 

 

COUNCIL ITEMS

 

Mayor Pro Tempore Barron shared the following updates:

• There will be a drive-thru COVID-19 vaccination clinic at the City Hall parking lot this Saturday, April 10th from 9 AM – 3 PM.

• The Annual Fiesta CNLV will be on Tuesday, April 20th from 5-7 PM in the City Hall courtyard and celebrating 75th City anniversary.

• The North Las Vegas Library District is among 30 finalists for the 2021 National Medal for Museum and Library Service. Congratulations to Library Director Forrest Lewis and the entire library team on the nomination. Winners will be announced in late spring and the City hopes to win the medal.

• The Nevada Chapter of the American Public Works Association nominated Director Tom Brady for the Top Ten Public Works Leaders of the Year Award, for the second year in a row. Congratulations and keep up the great work!

Councilman Cherchio shared the following update:

• He met with Skyview YMCA staff today to share developments that will surround that area in the future and talked about the potential services to be provided with the new developments.

Councilman Black shared the following update:

• He spoke about the Change Lanes for Bikes and Emergency vehicles 3 feet media event on April 5th. He said that during the event, NLVPD motor officers and CCSD police motor officers along with the support of the Nevada Bicycle Coalition held an awareness and enforcement event. According to Sergeant Campbell from CCSD Police Department, who rode his bike 37 miles from 8 AM to noon, there were 86 violations, 65 of them were stopped, and 53 citations were issued. Councilman Black added that the closest vehicle found was 15 inches away from the bike and the biggest vehicle was a gravel truck at 26 inches away. He stressed that this is to prevent pedestrian and cyclist fatalities.

Councilwoman Goynes-Brown shared the following updates:

• She said hello to the Southern Nevada Urban Micro Academy (SNUMA) pumas and stated academy is thriving. She stated at the next Council meeting there will be a presentation on SNUMA. She added there is a video online about the academy and invited the audience to watch the latest video.

• She said vaccination efforts are busy and helpful.

• She hosted a Baby’s Bounty Pop-up event at MLK Senior Center that gave away diapers to those who needed them. It was such a success they ran out of diapers and had to request more because the need was so great. She said she hopes that the City would partner with Baby's Bounty.

• She shared that Good vibrations performed at Craig Ranch Regional Park as a salute to healthcare workers concert last month where people attended and was watched virtually by even more people.

 

PUBLIC FORUM

 

Mayor Lee opened the public forum. City Clerk Raynor reported that George Arting, at 3919 Vidalia Avenue, North Las Vegas emailed the City. He wrote that in regards to Item 19, the CIP Plan, that project numbers 10504 and 10533 would cause hardship to Aliante if done at the same time because both projects impact travel to that part of town on north-south major arterial streets. Having no more comments, Mayor Lee closed the public forum.

18.

Presentation, Discussion and/or Action Regarding the Tentative Budget for Fiscal Year 2021-2022. (Citywide) (For Possible Action)

 

Finance Director Harty presented the tentative budget. Director Harty stated that the total projected appropriations, excluding depreciation, would be $754.2M, that the total number of supplements would be $2.6M and shared details on the General Fund. He compared the FY 21 approved budget with the FY 22 tentative budget. He displayed graphs depicting General Fund revenue sources and General Fund expenditures by activity. Director Harty stressed that Payment in Lieu of Taxes (PILT) is still an issue.

 

City Manager Juden stated that Director Harty and staff in the Finance Department have done a great job, stressing a soft freeze for hiring and other decisions that were made during the pandemic have helped City budgeting. He stressed that residents during the pandemic had an increase in services instead of a decrease in service. Mayor and Council provided input and gave thanks to staff on the budget, the Finance Director, and the Finance Department. Director Harty said that he has a hard-working team and thanked them for their continued hard work.

19.

Presentation, Discussion and/or Action Regarding the Proposed 2022-2026 Capital Improvement Plan. (Citywide) (For Possible Action)

 

Public Works Director Daffern presented the Capital Improvement Plan (CIP) for 2022 through 2026. He started by thanking all the staff who worked on this. He provided background on how projects are identified and funded.

 

Director Daffern provided Mayor and Council with highlights of the five-year plan, nothing that the FY21-22 recommended total was $280,574,223. He displayed a graph depicting CIP Program Trends over the last 16 years. He stated that the breakdown by year for the next five years goes down significantly. He provided a list of the revenue sources, highlighting that a large percentage of the revenue comes from Regional Flood Control, the Regional Transportation Commission, and Utility Enterprise Funds. Director Daffern shared a breakout of the five-year plan by category and stressed that this five-year plan focuses on current needs, but is fiscally constrained.

Director Daffern responded to Mayor and Council questions. He provided information of funding sources. He shared that the City meets with the outside agencies who provide funding to determine which projects would be best for them and for the City. He provided information on how prioritization was done and stated that he and staff try to blend and balance the money and projects evenly across the wards.

 

When asked about signage and stripping that was done by the City separately in the past, that currently, they are adding these into projects. Thus, as an example, he said that the Regional Transportation Commission has paid for signage, when appropriate, as part of their projects in the City.

Pass and Adopt Ordinance No. 3071, an Ordinance to Repeal and Replace Chapter 8 of Title 2 of the North Las Vegas Municipal Code and Repeal Ordinances Nos. 885, 1472, 2059, 2495, 2573, 2620, 2687, 2739, 2721, 2790, and 2984; to Update Chapter 8 To Be Consistent with the City Charter as Amended by Assembly Bill 50 in the 2019 Nevada Legislative Session; and Providing for Other Matters Properly Relating Thereto. City Clerk Raynor read Ordinance No. 3071 into the record as published on the agenda.

 

City Clerk Raynor provided a list of the major changes included in Ordinance No. 3071. She cited:

  • Updates to be consistent with even-year elections as in the City Charter.
  • Includes current election processes as a result of using vote centers and the City's interlocal with Clark County Election Department (CCED).
  • Includes a more equitable way of managing tie votes at a primary election.
  • Removes requirement to publish an elections proclamation and continues to publish notices as required by NAC and NRS. The City previously published all notices, but the proclamation required duplicate posting. This change results in a cost savings and the NAC and NRS notices include all the information included in previous elections proclamations.
  • Updates the precincts in City wards based on CCED data.
  • Repeals previous ordinances

CITY MANAGER'S REPORT

 

City Manager Juden stated he had no report. Mayor Lee asked about the Legislative Session and about redistricting. City Manager Juden stated that Judge Kessler, who assisted in the past with City redistricting plans, would be coming to the City soon to work on a new plan. City Manager Juden also shared that there may be a need to hold a special session of the Legislature to hear redistricting because census data would not be available for this session. He said that the City would be working on the plan this year and would not wait for four years to do the City's redistricting plan.
