3.

Update on the Electrifying Art Project. (For Discussion Only)

 

Recreation Supervisor Johnson stated that the project was pushed back to the next school year because high schools were not open full time, noting this was in order to get more participation. Ms. Johnson gave the following as a tentative schedule:

Ms. Johnson said she is working with Public Works Manager of Engineering Services Mike Hudgeons, City Traffic Engineer Tim Reesman, and Nevada Energy to determine the utility box locations. She shared that once utility boxes are mapped out that she will have an update for PARCAB Members.

4.

Update on Traffic Circle Art Project. (For Discussion Only)

 

Neighborhood and Leisure Services Director Palmer said he has been working with the Public Works Department on ideas for the Traffic Circle Art Project near City Hall.  He said that the Public Works Department has given him their feedback, noting that they frequently replace rocks in the circle on Carey near City Hall. He stated that drivers continuously drive over the curb and the rocks there. Director Palmer stated that Public Works loves the idea of having the pavement being a different texture to slow down traffic around the circle. He stressed that the Public Work Department does not recommend anything of value be installed at that site and instead they suggested having something that is easily replaceable. Mr. Palmer suggested a larger boulder in the middle that can withstand a strong hit or concrete barrier. Mr. Palmer noted he is looking for safety but with a pop of color to improve the area.

Vice Chairwoman Ward said she agrees with what was said by Mr. Palmer. Ms. Ward suggested spheres, similar to what Target has at their front doors.  She said they can be painted and will be able to withstand direct hits from cars. Ms. Ward also said she has screen shots that she would like to share with other members and noted that a pleasing pattern can be placed around and in the circle. She said she thinks that artwork would show cars and pedestrians to show more respect to the area.

Member McKenzie said spheres would be a very good idea. He recommended spheres could be placed about two feet apart all the way around the circle and about three feet high. Mr. Palmer said Public Works suggested light poles around the four corners but not in the circle. Mr. Palmer stated he would continue to work with Public Works for other concrete ideas.

Member Maxwell asked what colors would be used.  Mr. Palmer said he does not know yet, maybe the City logo colors. He said that he is sure traffic would want something bright to highlight the circle.

5.

General Update on Park Projects. (For Discussion Only)

 

Recreation Supervisor Farage said a few projects have been completed since the last time she gave an update. Ms. Farage provided updates to Board members with improvements that are taking place throughout the city.  She named the projects that have been completed or in progress as such:

  • Craig Ranch Regional Park - Entire center area completed, rope installation, landscaping on bridge and hill, playground have been completed, revamp on splash pads will be completed in May
  • Concrete tables to be installed at Kiel Ranch
  • Grills to be installed throughout City parks, to be completed next several weeks
  • Shade fabric installed at Joe Kneip and Craig Ranch
  • Tarps have been approved for Alexander Library, Seastrand Park, and Desert Horizon and will be installed within a month
  • Bids have gone out for resurfacing of the Cheyenne walking track and tennis courts at Cheyenne Sport Complex
  • Resurfacing of basketball courts at Cheyenne Ridge and Desert Horizon Parks to be completed by May 15th
  • Bids going out for resurfacing of basketball courts at Aviary Park
  • Turf being replaced at soccer fields and stadium at Cheyenne Sports Complex and at Desert Horizon
  • Refurbishing five soccer fields and two baseball fields at Seastrand Park and to be completed by June
  • Playground equipment issues throughout park system are still ongoing.

Member McKenzie asked if dog park will be returfed at Seastrand Park.  Director Palmer affirmed that the grass will be replaced once weather warms up. Director Palmer added that three multi-use fields at Hartke Park will also have turf installed once the weather warms up. Vice Chairwoman Ward said she appreciates the push before the summer months for youths, splash pads, grills, and that it is wonderful for the residents.

Ms. Ward suggested using screen shots that include tennis and basketball courts as art and that maybe that can be a future project to keep in mind.

6.

Receive Update from PARCAB Members on City Park and Art Observations. (For Discussion Only)

 

Member McKenzie said he looked at other parks in the valley and mentioned that they have a better spread of benches around the perimeter of parks and walking trails.   Mr. McKenzie said that in the City of North Las Vegas benches are concentrated near playgrounds, noting that there are long stretches before a bench could be found, especially on walking trails. Mr. McKenzie suggested putting more benches in parks. Director Palmer said the City submitted grants for more funding for things like this. Director Palmer added Recreation Supervisor Farage and her team were approved for a grant that will be used to replace existing benches. Mr. Palmer said he will look at the distances between benches and will add more benches where appropriate.

 

Vice Chairwoman Ward stressed there are many opportunities to integrate art and art experiences to the parks in the City.

 

Member Gerlach reported he made a visit to Kneip Park and it is in good condition compared to the past. Mr. Gerlach said there are bald spots in the grass and noticed the new tarp over the play area has a few small holes. Mr. Gerlach said he is not sure if this is the new tarp that was replaced recently or not. He said he spoke to a few youths that made comments regarding the soccer field. They commented that the soccer field is paved and they do not like to use it during the day and summer because of the heat. They also said their soccer balls pop when kicked too high and land at the top of the chain-link fence because of its sharp edges. Mr. Gerlach recommended foam or plastic coverings be installed to prevent their balls from popping. Director Palmer said that the soccer court used to be a basketball court and will be resurfaced and receive new striping. Mr. Palmer suggested putting yellow protective tape like what is used in the baseball fields.  Mr. Palmer said he will have park maintenance take a look and see what can be done with the fence.

 

Ms. Ward challenged members to give their observations of parks.  She said their observations could be of parks from other states and cities.  She reminded members that if there are any maintenance issues seen at parks that they can report it to staff.
