Neighborhood and Leisure Services Director Palmer introduced new board member Thomas Lisieski to the board and Board Members welcomed him.

3.

Update on Parks City Wide Improvements. (For Discussion Only)

 

Recreation Supervisor Tracy Farage provided updates to Board Members with improvements that are taking place throughout the city.  She named the projects that have been completed or will be completed as such:

·         Resurfacing of parking lots at City View Golf Course

·         Landscaping improvements at Stoneridge Park

·         Replacing tarps at various City parks

·         Turf Renovations at Stoneridge and Cheyenne Sports Complex

·         Resurfacing of track and tennis courts at Cheyenne Sports Complex

·         Improvements made at the main playground at Craig Ranch Regional Park

·         Resurfacing of basketball courts throughout the City.

·         Turf Rehabilitation throughout parks with sod, seed, fertilizer and weed abatement

·         Auditing playgrounds to determine if maintenance and resurfacing is needed

·         Aesthetic improvements throughout all parks to include new benches, tables, grills, and new trash cans.

·         Replacing maintenance equipment to include a mower, tractor and three trailer.

Supervisor Farage stated the City received a grant from Clark County that will be used to resurface the track, tennis courts and basketball courts throughout the different parks. She said her team is planning to utilize leftover funds to use at other parks in the City.

Director Palmer named different grants received by the City to help improve parks. He encouraged members to provide futuristic concepts for parks.

Member McKenzie asked for a copy of detailed list of improvements. Director Palmer said he will be able to supply a list. Vice Chairwoman Ward thanked Dirctor Palmer, Supervisor Farage and her staff for the detailed information and will now be aware of improvements being made at parks.

4.

Update on the Electrifying Art Project. (For Discussion Only)

 

Recreation Coordinator Cole said the Electrifying Art Project was approved by City Council on March 3, 2021.  His team is working with Utilities Director Tom Brady to establish best locations of utility boxes.  He has reached out to schools and still waiting for responses. Coordinator Cole gave the following as a tentative schedule:

  • May - Meet and Greets with artists at the Silver Mesa Recreation Center
  • July - Artists to submit work
  • August - Present artwork to Board Members and have artwork voted on
  • October - Start Project
  • January - Project to be completed

Director provided a recap on the Electrifying Art Project to new Member Lisiewski.  He stated the City received a grant to beautify as many utility boxes as possible by local high school students.  Each high school will have one or two winners, Board Members will choose the finalists and artwork will be completed on electrical boxes near the winner’s high school.

Vice Chariwoman Ward stated she would like to attend the meet and greets and would like to know the exact date in advance.  Director Palmer affirmed that members would receive invitations in advance.

5.

Receive Update from PARCAB Members from Visits to City Parks. (For Discussion Only)

 

Vice Chairwoman Ward stated she would like to get Board Members impressions and future goals of City parks.  She named a few parks she visited and is really proud and impressed with how the City parks look.  She mentioned she saw improvements at Kiel Park and saw active improvements being made there. She expressed to members that she is proud to see improvements being made.  However, she thinks City parks should have a unified feeling amongst parks with integration of art implications and experiences.

Member Cook gave his review of Sandstone Ridge Park while being there.  He said he noticed that there are broken lights and that the park needs some spring cleaning. He brought out that the trails look good and are used by a lot of people. He stated the park cannot be seen from the sidewalks or streets and is concerned of people dumping trash and starting fires.

Member McKenzie said he visited Seastrand, Eldorado, and McCool Parks.  He spoke to a few parents at Seastrand Park that said they would like to have a splash pad.  Member McKenzie felt the City could possibly get a splash pad through a grant from Southern Nevada Water Authority (SNWA).  He mentioned that a good area for a splash pad would be near the playground. He noted that patrons at Eldorado Park said they would like to have restrooms. He said the park looks good but has turf problems but that were due to the time of year. Member McKenzie said that at McCool Park there is no electricity or water and has porta-potties.  He said that patrons would like outlets to recharge their aircrafts.

 

 

Member Zawarus informed members that before joining the board he met with Director Palmer to discuss conservation efforts that could be tied into City Parks.  Mr. Zawarus brought out that with more effort, the City could receive state and external funding by adding such things as more plants and trees, improving planting beds, reducing irrigation for water conservation.  Mr. Zawarus said he can have his students from UNLV to assist in conservation efforts at City Parks.

Vice Chairwoman Ward encouraged members to participate and add their thoughts.  She said by members visiting parks and trails, not just in North Las Vegas but in different cities and states, they may see features that they would like to be implemented to the City.

Mr. Palmer suggested solutions to some of the problems that members brought up.  He suggested that more signage be put up on the streets regarding Stoneridge Park.  He informed members that Seastrand Park is identified as receiving a splash pad.  He gave detailed reasoning on why there is not a bathroom at Eldorado Park.  Mr. Palmer said that at McCool Park, bathrooms would be extremely expensive due to the location and lack of amenities.  He said he would work with Mr. Zawarus and his students on conservation efforts.  Mr. Palmer said ideas from board members provide a great insight that can be given to the City to decide if they can or cannot be done.   

Vice Chairwoman Ward encouraged members to interact with each other and that up to three members can meet as to not break open meeting laws. Mr. Palmer informed members it is ok to discuss administrative issues such as looking at parks but discussions of items must be discussed at meetings.  Ms. Ward stressed that she would like their impressions on the different parks.
