Mayor Pro Tempore Barron shared the following updates:

• Wished all a Happy Saint Patty's Day.

• Shared that free soccer clinics would be held at College Park for five consecutive Saturdays, March 20th through April 17th.

• Thanked North Las Vegas City staff for coordinating with Rancho High School staff to offer COVID testing at Neighborhood Recreation Center.

Councilman Cherchio shared the following updates:

• Read to Southern Nevada Urban Micro Academy (SNUMA) elementary students for Nevada Reading Week on Monday, March 1st.

• Recognized the outstanding work of City firefighters, National Guard volunteers, and veterinarian volunteers from California in providing vaccinations for 70 year olds and above. Thanked residents and Volunteers in Police Services for volunteering at Sun City for providing breakfast and lunch.

• Shared that there would be a Salute to Healthcare Workers concert March 18th held at Craig Ranch Regional Park.

Councilman Black shared the following updates:

• Thanked the Protectors of Tule Springs, Get Outdoors Nevada, and Victor from Nellis Air Force Base for the great event at the Fossil Beds National Monument, adding that they helped plant native desert plants at the trail kiosk.

• Thanked the Blind Center for the excellent tour and recognized them for the great service to the visually impaired community in our area.

• Read to SNUMA students at Silver Mesa Recreation Center to celebrate Nevada Reading Week.

• Stated that the Canyon Springs Vaccination Center is very well organized and quick for those receiving shots.

Councilwoman Goynes-Brown shared the following updates:

• Thanked Chief of Staff Gipson for her work to celebrate Women’s History Month and thanked Assemblywoman Claire Thomas.

• Stated that SNUMA is amazing; the teachers are wonderful; it is a top-notch educational facility; and thanked teachers for helping students to thrive.

Mayor Lee asked for a presentation on SNUMA to show residents how it organized, how it works, and the progress made.

She stated that commercial would remain on a portion of the property and the rest would be residential. She said this would be a gated community. She concurred with staff recommendations and was available for questions. Her presentation was for both Item Nos. 16 and 17.

Mayor Pro Tempore Barron spoke in support of the item. He explained the history of previous unsuccessful projects at this location. Land Development and Community Services Director Jordan read ZN-27-17 and Ordinance No. 3062 into the record as published on the agenda. He read into the record the following two additional conditions.

41.  All off-site street improvements adjacent to N. 5th Street for parcels 3.1, 3.2 and 3.4 (as depicted on the applicant’s “Overall Site Plan” for Sedona Ranch, dated 12/23/2020) shall be designed and bonded with the first phase of any development of parcels 3.1-3.5. Additionally, those street improvements
must be substantially complete prior to final inspection of the first building.

42.  All off-site improvements adjacent to El Campo Grande Avenue for Parcels 3.3, 3.4, and 3.5 (as depicted on the applicant’s “Overall Site Plan” for Sedona Ranch, dated 12/23/2020) shall be designed and bonded with the first phase of development of Parcel 3.3. Additionally, those street improvements
must be substantially complete prior to final inspection of the first building.

Bob Gronauer, Kaempfer Crowell, 1980 Festival Plaza Drive, Las Vegas, represented the developer. He provided history information on what used to be a pig farm. He noted that Chris Armstrong, from Sedona Ranch Investment Partners, was also in the Chamber. Mr. Gronauer described the meetings that they have hosted for nearby residents and work completed to eradicate the smell of the farm. He thanked City staff for their work over the last several years. He stated this is a last action item for Sedona Ranch and is a significant moment. He stressed that the results are a substantial improvement for the City. He asked Council to approve this item.

Councilman Cherchio stated that the City appreciates the company for developing the area, cleaning up the area, and for increasing the value of homes surrounding the area. Mayor Pro Tempore Barron described the remediation process, noting how deep down dirt was excavated and then replaced with clean soil.

Chris Armstrong provided an update on the remediation process and how they would get a clean bill of health for the land before construction would begin.

Councilwoman Goynes-Brown asked if a disclosure would be required. Mr. Armstrong stated that he does not believe they are required to provide a disclosure.

Bob Gronauer, Kaempfer Crowell, 1980 Festival Plaza Drive, Las Vegas, stated he represented Pulte Homes. He provided background on the plans for this property, stressing that many issues have been resolved. He said he concurred with staff recommendations and was available for questions.

Councilman Cherchio stated this will be a major amenity in the area and could not be in a better location.

Councilman Cherchio moved to approve the project, but used another permit number and ordinance number in his motion. The motion displayed and final vote displayed in the Chamber properly reflected that the motion and vote was for ZN-29-2020 and Ordinance No. 3064.

Robert Cunningham, Taney Engineering, 6030 South Jones Boulevard, Las Vegas, represented the applicant. He provided the overall site plan, described the homes, amenities, and access for vehicles and pedestrians. He stated he concurred with all conditions and was available for questions.

Councilman Black spoke in support of the project, stressing that curbs, gutters and other street improvement for this project and near abutting properties would really improve the look of the area.

22.

Presentation by North Las Vegas Municipal Court Judge Lee, Regarding an Update on the New Community Diversionary Court at the North Las Vegas Municipal Court.  (Citywide)

 

Municipal Judge Lee provided the Mayor and Council with an update entitled the CARE Program: Community Approach to Rehabilitation and Engagement. He provided the program's mission statement and implementation information. He defined a community court and listed five parts of the program. He explained the differences between traditional criminal courts and the CARE Program. Judge Lee gave examples of how the program would work, including how candidates would be identified for the program and what other participants’ functions would be. He said that the CARE Program would use a therapeutic approach to serve the needs of offenders, including Veterans. Judge Lee provided a list of groups he and his staff have already met with either to participate in the CARE Program in some form. He introduced two of lead staff members, Erin Tellez, Assistant Court Administrator and Jurea Williams, Community Services Specialist. He stated that they have already made some changes, provided for Council a cycle of what the program would look like for an offender, and shared some early success stories. Ms. Tellez and Ms. Williams also shared recent success stories.

Judge Lee stressed that what is important is developing the right relationships for participants and could see in the future those programs offered to the public as well.

Judge Lee provided answers to Mayor and Councilmember questions. Councilman Cherchio stated Council wants to be a partner to the diversion court and asked for a quarterly report. He stressed that he wants an open dialog between the Court and the Council.

Judge Lee stated that a program like this does not work without all the departments in the City working together. Councilman Black said that the program has the necessary   depth and substance to help people change their lives. He asked what other resources would be needed. Judge Lee stated that he is only limited by the number of staff he has to work with offenders to find the services they need. He provided an example of how long it could take to place one individual. He stated having many relationships or pipelines to obtain services is what he is trying to build and that once those connections are made it may not take as long to place someone. Councilman Black asked for an analysis comparing the old criminal court way of doing things to the new diversion court way of doing things, comparing not only financial differences but outcomes as well.

Councilwoman Goynes-Brown asked if there were differences between men and women in the program. Ms. Tellez stated that except of separate housing, no two individuals will be receiving the same exact services. She stressed it would be a holistic approach with each treatment recommendation unique to the offender.
 
Miss Williams provided examples of problems associated with finding for participants residential treatment. She cited verification of insurance can be problematic and limits which services an offender can utilize.

Councilwoman Goynes-Brown asked if they could have a group offender graduation ceremony. Judge Lee said yes and that this is important in building self-esteem.

Mayor Pro Tempore Barron stated it seems like the diversion court may need more support and asked about grant funding options. Judge Lee provided background on how his staff have been working with other City staff to obtain grants.

Mayor Lee said he was proud of the City Manager and City Attorney to have this dream. Judge Lee said the CARE acronym and name of the program was suggested by the City Manager.

Update from Workforce Connections, Southern Nevada’s Workforce Development Board. (Citywide)

 

City Manager Juden introduced the presenters and provided context to the discussion, speaking about the role of libraries and unemployment. He shared how the City collaborated with Workforce Connections long before the pandemic and that during the pandemic City libraries were closed with library staff performing vital COVID-19 services. He said that City libraries connect people with jobs and we hope to have the libraries back open in late Spring.

Jaime Cruz, Executive Director and Irene Bustamante Adams, Deputy Director, presented the Workforce Connections presentation entitled: Connecting Employers to a Ready Workforce. They spoke of the role of their agency and the partners they work with to provide a one-stop career center for those needing jobs. They reviewed with Council many of their programs to support job seekers and recent policy changes and recovery grants. They shared what they are working on now and for the future. They added that they just heard that Facebook would fund training of fifty digital marketing applicants for Workforce Connections. Mr. Cruz stated that after completion of the training that Workforce Connections would place the graduates in small businesses who need digital marketing services.

Councilman Black recommended that the fifty digital marketing spots be balanced over Southern Nevada equitably. Director Cruz stated that is how they would fill those spots. Mayor Pro Tempore Barron asked about outreach to small Latino businesses. Director Cruz said he would love to strategize with Mayor Pro Tempore Barron. Deputy Director Bustamante Adams provided a variety of things that they have already done in regard to Latino outreach, but added she would love to sit down with the City in regards to this to strategize additional outreach methods.

CITY MANAGER'S REPORT

 

City Manager Juden asked Assistant City Manager Melesio to provide Council with an update on vaccinations.

Assistant City Manager Melesio stressed that that helping others get vaccinations is one of the most important things the City is doing. He provided examples of how City staff are working as a team to sign people up for vaccinations. He and City Manager Juden spoke about the current vaccination locations and the move to CSN. They shared that they are looking at creative ways of getting the vaccinations to those who need them, citing as examples using Meals on Wheels to give vaccinations to homebound residents and setting up sign up locations at the Aliante and Cannery Casinos.

City Manager Juden said that staff have been talking with people to determine what the challenges are and to find solutions to those challenges. He also stressed that staff is trying to dispel misconceptions that make some not want to get a vaccination. He said that it is staff’s dedication and their ability to find creative solutions that is making a difference.

Mayor and Council suggested other ideas and expressed thanks for all the work done to date. City Manager Juden stated that County Commissioner Kirkpatrick has been instrumental in ensuring the City gets the resources it needs during the pandemic.

City Manager Juden provided background for Mayor and Council on the regional calls that he and other City staff have been on during the pandemic, noting that these are County level calls including municipalities, county offices, districts and commissions within the county and local industry leaders.
